PURPOSE:To make it possible to flatten dosage of an X-ray when X-ray energy changes by providing with a polarizing means to polarize an incident angle of an electron beam applied on a target. CONSTITUTION:If an electron beam 1 is sent to a current coil 5 which generates a line of magnetic force lx, the electron beam 1 is polarized by the line of magnetic force lx, and an X-ray 4 of a dosage rate distribution for which an incident position on a target 2 is deflected in the Y direction is generated. If current is sent to a coil 6, a line of magnetic force in the Y direction is generated, and the incident position of the electron beam 1 on the target 2 is deflected in the X direction and the dosage rate distribution is also deflected. If current values to be sent to the coils 5, 6 are changed so as to change the position of the electron beam 1 on the target 2 in the direction of the arrow in a curve C by time, then, though the dosage rate per pulse is not flat, it becomes flat by moving from a point A to a point B.
