PURPOSE:To prevent a terminal on a step surface formed of the large and small substrates of a cell from being made dirty by a bag by covering the terminal with an annular plate material. CONSTITUTION:The cell 13 formed by sticking the large and small electrode substrates 10 and 11 has its step surface 19 covered with a mask plate 14 and the bag used for vacuum packaging is prevented from contacting a connection terminal 12 provided on the step surface 19. The cell 13 is inserted into a bag- shaped heat-resistant film 6 while held by the mask plate 14 and a holding plate 18, and the film is evacuated in a vacuum packaging machine to about 1Torr and then sealed with a heat seal 7. Consequently, the cell which is extremely small in variance and irregularity of the thickness of thickness and shift in the relative position between the upper and lower substrates 10 and 11 is obtained, and a high-reliability panel which has a little terminal dirt is manufactured at high yield.
