PURPOSE:To accurately measure the power of a vehicle in an actual traveling state by providing a power generator for feeding electricity to a compressor and a cooling device and another power generator for a controller power source in the cabin of a trailer. CONSTITUTION:This device is equipped with the trailer 1, a dynamometer 9, a sensor 10, and a controller 11. Then the compressor as the air pressure source for the dynamometer 9, the cooling device for the dynamometer 9, and the power generators for the main power source for powering on those compressor and cooling device and the controller power source. Then when the tractor 2 travels on a road while towing the trailer 1, the traction force of the tractor 2 is detected by the load cell 10 of a coupler 3. Here, the controller 11 applies a braking force to disk brakes 9 according to the traction force of the tractor 2 and increases the braking force within the range of the traction force of the tractor 2 to absorb the power, which is converted and measured by the controller 11 in the form of an electric signal, thereby measuring the power of the tractor 2.
