PURPOSE:To eliminate removal of cut leads left on a printed circuit board by arranging a circuit board supply means in a place where the tip of a cutter unit oriented upward aslant can contact, and by furnishing a cut lead exhausting means below the cutter unit. CONSTITUTION:After a printed circuit board 2 is located by a circuit board supply conveyor, air is supplied to a through hole 12 from an air supply unit. Thereby a cutter unit 10 rises to a specified position, and a boss on the cutter 30 contacts the printed circuit board 2. Then air is supplied via No.2 air hole 7b, and teeth are contacted to cut a lead 3a, which is carried out by an exhaust transport belt. At this time, teeth are opened, and air from No.1 air hole 7a is shut off to retract an elevator cylinder 11. It shall be moved to the next position through a moving unit, and the next lead 3a is cut. This eliminates removal of cut leads left on the circuit board.
