PURPOSE:To decrease the size of a target program at the time of an operation by outputting the target program after dividing it into a segment necessitated for the operation of the program and the segment necessitated for a debugging. CONSTITUTION:A compiler 2 receives a source program 1 as an input and separates the segment for the debugging including information for the debugging, from the segment including other instruction and other information, and a data segment, and outputs the first target program 3. A program executing means 10 executes the debugging based on a debugging instruction included in the instruction segment by using the debugging information, included in the debugging segment. Thus, when the debugging comes unnecessary, the debugging segment is separated as the third target program 6 at high speed by using a segment separating means 4 and the size of the second target program 5 to be operated can be made small.
