PURPOSE:To absorb the dispersion of clutch operation and maintain braking power even when a gear is at a neutral position by releasing the holding of the power only upon detecting the return of a clutch pedal exceeding the stroke amount of a variable judgement reference stroke and a gear position other than the neutral position. CONSTITUTION:When it is detected that a neutral switch 9 is not at a neutral position with an accelerator switch 1 stepped down to to be OFF, and a clutch pedal 4 is returned and the stroke thereof is less than the set value of a variable resistor 13, respectively at the start of a vehicle, a control electromagnetic valve 15 is deenergized after the passage of the detected mode and brake power holding is released, thereby making preparations for starting. Also, when it is detected that the switch 9 is not at a neutral position and OFF even without stepping down an accelerator pedal 2 and the stroke of the pedal 4 as released is less than the set value of the variable resistor 13, the check valve 15 is similarly deenergized and the brake power holding is released for making preparations for starting. When a gear is neutral, therefore, braking function is available even with the pedal 4 made free.
