PURPOSE:To attain forced utterance during conference communication by inputting a voice of a subscriber as it is detecting a multi-frequency signal requesting the forced utterance and inputting the voice of other subscribers as a silence signal so as to use a simple means. CONSTITUTION:A control circuit 6 receives a request of the forced utterance service from the result of detection of a PB signal reception circuit 2 and sets a flag 7 to '1'. Simultaneously, an ACT signal of a subscriber channel of PB dial operation to a storage memory 3 is set to '1' and the control data ACT signal of other subscriber channel is reset to '0'. Then a selector 4 switches the highway to an incoming highway 10 of B input only for the subscriber channel applying PB dialing to pass through the voice signal of the subscriber channel and a silence signal '0' of A input is outputted to other subscriber channel. Thus, only the voice signal of the subscriber applying PB dialing is sent to each subscriber channel on an outgoing highway 20 outputted from an adder circuit 5.
