PURPOSE:To prevent production of a poor product, e.g. a product having deformed outer shape, and to prevent disappearance of a mark where a winding shaft is pulled off, by a method wherein the surface of at least the one of two drive rollers and riding roller is formed by a rubber material. CONSTITUTION:The surface of each of two drive rollers 1 and 2 and a riding roller 3 is formed by a rubber material G having hardness of 60-65 deg.. Thereby, by the friction force of the surface of the rubber material G of each of the rollers 1, 2, and 3, a winding starting tip 4' of a toilet paper raw sheet 4 is properly wound around a winding shaft 2 without the occurrence of a slip. Since the toilet paper raw sheet is neatly wound with given winding hardness during a time between the starting of winding and completion of winding, a poor product having a deformed outer shape is prevented from production. When a winding shaft 2 is pulled, the sectional shape of the winding shaft 2 is properly formed to the inner periphery of a paper in roll, and this method prevents ensurance of a mark where the winding shaft 2 is pulled off, and enables insertion of the shaft of a holder into the spot.
