PURPOSE:To prevent working ratio of a winder from lowering when a tension range controllable with a tension device only is exceeded by controlling a winding speed by the action of a winding control means. CONSTITUTION:Arranging a control device 16 for controlling the winding speed of a thread Y based on the signal from a tension sensor 27, it is constituted such that when a tension range controllable with a tension device 3 only is exceeded the winding speed is controlled by the action of the control device 16. With such a constitution, the tension is controlled such that even in the range of rapid tension increase, the thread tension is controlled by the tension device 3 without lowering the thread speed as much as possible and that the tension is controlled by lowering the thread speed only when the tension range controllable with the tension device 3 only is exceeded. As a result, working ratio of a winding unit U is prevented from lowering by maintaining the thread speed as a whole at a normal winding speed.
