PURPOSE:To simplify the constitution of the titled device by using one and the same compensation means to compensate the missing of a video signal selectively to a video signal outputted from an image pickup means and a video signal outputted from a reproducing means in a camera incorporated type VTR or the like. CONSTITUTION:Changeover switches 9, 10 and 21 are turned to the position R at the recording. An H level switch control data is stored in a memory area of a memory 24 corresponding to a defect picture element causing a flaw and a changeover switch 8 is turned to the position H when the control data is at an H level, a video signal V1 obtained from the normal picture element before 1H retarded by a 1H delay circuit 13 is fed to the position H of the changeover switch 8 via the changeover switch 10 to compensate the defect of picture element. The changeover switches 9, 10 and 21 are turned to the position P at the reproduction. A changeover switch 26 is turned to the position H when a dropout detection circuit 31 detects a dropout and a normal luminance signal Y before 1H to be retarded by the 1H delay circuit 13 is fed to the position H of the changeover switch 26 via the changeover switch 10 and fed to a frequency multiplex circuit 33.
