PURPOSE:To miniaturize the device by giving the control right of a random access memory to a picture display control circuit only at the time of transfer from this memory to a serial access memory in the case of simultaneous execution of moving image input and picture display. CONSTITUTION:In the case of write of an input moving image in a random access memory 5a, the control right of the memory 5a is given to a moving image input control circuit 8 and input moving image data is written in the memory 5a through a FIFO 16 and a latch 3. In the case of display of picture data in the memory 5a, said control right is given to a picture display control circuit 9 and picture data in the memory 5a is temporarily written in a serial access memory 17. Picture data in the memory 17 is outputted through a display picture data bus 7 after being temporarily held in a latch 6. In the case of simultaneous execution of write and display of the moving picture, said control right is given to the circuit 9 by an arbitrating circuit 10 only at the time of transfer from the memory 5a to the memory 17.
