PURPOSE:To reduce work at the time of writing or rewriting a reference set point, by writing a required reference set value on a prescribed memory by taking out from a reference set value table, and changing the set value to a control constant proper to a device for controlled system. CONSTITUTION:When a mode is decided as a reference set value rewriting mode by a mode deciding means, the required reference set value is taken out from the reference set value table 13 by a reference set value writing means 12, and is written on the prescribed memory, and furthermore, the reference set value written on the memory is changed to the control constant proper to the device for controlled system by a reference set value rewriting means 14. Also, when the mode is decided as an ordinary operating mode, a control arithmetic operation 3 is performed, and the control of the device 5 for controlled system is executed via an initialization processing 1 and a control condition decision processing 2 at a time when a control condition is established.
