PURPOSE:To obtain the title filler which does not excessively adhere to an insulating core and bundled tapes, and has excellent watertightness, flexibility, filling characteristics, and workability, by mixing an ethylene/propylene/diene rubber with a non-halogenated polymer in a prescribed proportion. CONSTITUTION:70-30pts.wt. ethylene/propylene/diene rubber is mixed with 30-70pts.wt. non-halogenated polymer, such as an ethylene/butene copolymer, an ethylene/propylene copolymer or an ethylene/vinyl acetate copolymer, having a hardness (Shore A) of 75-90, and if necessary, Al(OH)3, ZnO, Sb2O3, clay, talc, stearic acid, etc., thus giving the title filler having a hardness (Shore A) of 50-80.
