PURPOSE:To provide a foamed heat insulting material having fine cells and excellent in heat insulating performance and productivity and being useful as an insulant for refrigerators, freezers, etc., by blending an organic polyisocyanate, a polyol, a specific foaming agent, a foam stabilizer, and a catalyst. CONSTITUTION:An organic isocyanate (A) (e.g., a polyisocyanate having an amine equivalent of 150 produced from tolylene diisocyanate, trimethylpropane and diethylene glycol), a polyol (B) (e.g., a polyether polyol having a hydroxyl value of 440, produced by addition polymerization of propylene oxide in the presence of an aromatic diamine), a foaming agent (C) containing 40mol.% or more dibromodifluoromethane, a foam stabilizer (D), and a catalyst (E) are blended to allow to foam.
