The invention relates to a device for the rotating mounting on an articulation pin of fixed length, determined upon mounting, of two arms, one of which is held stationary and the angular position of the other of which can be changed under the action of a specific torque counter to the forces exerted by friction rings interposed between the said arms and the said pin.
