PURPOSE:To speedily and accurately generate a rough map by composing the rough map principally of map elements such as roads at intersections. CONSTITUTION:A reference information display means 5 displays reference information stored in a reference information storage means 4 on a display means 2, answer information corresponding to the reference information is inputted from an input means 1, and answer information is stored in an answer information storage means 6. Said operation is repeated as many times as required and a rough map composing means 7 matches graphic form information stored in a graphic form information storage means 3 with the stored answer information to compose the rough map. The rough map obtained by the composition is displayed on the display means 2, so user's input operation is reduced.
