PURPOSE:To protect a reply message stored in a solid-state memory or the like without using a backup battery by storing a reply message recorded on a 2nd storage means to a 1st storage means after power restoration. CONSTITUTION:The volatile 1st storage means 7 storing OGM (reply message), the nonvolatile storage means 8 storing the OGM and ICM (business message) and a control means 6 detecting power failure and reproducing the OGM stored in the means 8 and controlling the reproduced OGM to be stored in the means 7 after power failure restoration, are provided. Thus, if power failure exists, the OGM stored in the 1st means 7 is lost and since the OGM stored in the 2nd means 8 after power restoration is recorded again in the 1st means 7, the OGM is protected without using a backup battery.
