PURPOSE:To obtain the titled material with transparency and whiteness retained, outstanding in persistency in electrically conductive effect, by catalytic reaction of a hydroxyl group-contg. polymer with phosphorus oxyhalide followed by treatment with water. CONSTITUTION:A catalytic reaction of (A) a hydroxyl group-contg. polymer (e.g., polyvinyl alcohol, starch) with (B) at least one kind of compound selected from phosphorus halides (e.g., PCl5, PCl3) and phosphorus oxyhalides (e.g., POCl3) is carried out (hereafter, referred as the first process) followed by contact of the resulting product with water to hydrolyze the phosphorus-halogen bond, thus obtaining the objective material. In the first process, the reaction is preferably carried out between the phosphorus (oxy)halide and the polymer in the weight ratio : 0.2-5/1 in the temperature range from 0 deg.C to the boiling point of the phosphorus (oxy)halide.
