PURPOSE:To accurately read an object to be read like a zip code, etc., that includes no peripheral obstructive picture like a stamp, etc., by setting optionally a memory area from the pictures displayed on a display device. CONSTITUTION:The picture of a mail photographed by a camera 1 is stored into a picture memory 2 and displayed on a CRT display device 4 via a CPU 3. Then the coordinates of a zip code are indicated on said displayed picture via a light pen 5. Thus a designated area is stored in an area memory 6. An AND circuit 7 outputs a picture including the zip code that is extracted by an AND between the picture signal written into the memory 2 and an area outputted from the memory 6 to a picture memory 8. Therefore the memory 8 stores the picture signal of an area including the zip code and excluding the unrelated parts like a stamp, etc. The picture signal is read by a zip code reading device 9 and a zip code is recognized.
