PURPOSE:To perform efficient and economical rounding control by selecting plural rounding data at random according to random data obtained according to a received signal and applying them to an equalizer. CONSTITUTION:The received signal outputted by an automatic carrier phase control part 23 is supplied to a decision part 4 and allowed to respond to a signal point on a decision coordinate plane, and the coordinates of the signal point is outputted. A polarity decision means 11 detects the most significant digit bit of the signal point data to extract a random signal and a switching means 14 selects a switching means 16 or 17 according to the polarity is positive or negative. A counting means 15 counts a clock signal at a period determined by the baud rate of modulation and demodulation or at the timing obtained by dividing the frequency of the period to output a switching signal, and switches a rounding error x1 or x2 according to the signal. Further, the rounding data selected by a rounding data selecting means 12 is applied to the automatic equalizer 13. Consequently, a random number generator need not be provided separately and the efficient and economical rounding control is performed.
