PURPOSE:To enable the wind-up tension to follow a desired value at once even though a variation in tension occurs due to an increase in wind-up diameter and the like, by adding a second control loop for feeding back a wind-up tension, a wind-up speed and a motor torque through respective feed-back gains. CONSTITUTION:An integrating element 22 carries out integrating operation for a deviation between a desired value and a detected value a wind-up tension so as to make the deviation zero. There is provided a first control loop for feeding back a value which is obtained by multiplying thus integrated value with a gain by means of a gain element 23. Further, there is provided a second control loop for feeding back values which are obtained by multiplying detection values of a motor torque, a wind-up speed and a wind-up tension with their respective gains by means of gain elements 27, 28, 29. The multiplied values from the second control loop are added together at an adding point 24, and thus added value is added to the multiplied value from the first control loop so as to set a manipulating value which is delivered to a converting element 33. In this phase a setting means 31 corrects all gains in accordance with a variation in the wind-up diameter so as to maintain the wind-up tension constant.
