PURPOSE:To stabilize a picture by generating a signal storing and reading out repetitively a video signal by one field and a signal being the result of averaging the signals retarded by 1H period and selecting the signals alternately. CONSTITUTION:A cylinder motor 8 is driven at a constant speed by the control of a cylinder control circuit and heads 2, 3 reproduce a video signal. A reference signal A for the phase control is multiplied 10 to form a pulse signal C, which is fed to a controller 12. Then a still command signal D is given to generate a switching signal E and a write mode setting signal F. While the signal F is at a high level, the output of the heads 2, 3 is subjected to signal processing 4, A/D conversion 5 and the signal by one field is stored in a memory 6. When the signal F goes to a low level, the memory 6 is in the read mode and the signal is read repetitively. The mean value between the signal M of the memory 6 and the signal retarting 7 by 1H period is calculated 13 and the resulting signal and the signal M are selected alternately by a switch 14 and the result is subjected to D/A conversion 16 and then outputted. Thus, a still picture without fluctuation is obtained from a video image with a fast moving speed.
