PURPOSE:To correctly and efficiently take a measurement while covering the conditions of time measuring operation from an AC-ON state to an AC-OFF state by varying the time measurement conditions and outputting a measured value and the measurement conditions automatically. CONSTITUTION:When a port 27 enters an output-ON state, a transistor (TR) 23 turns on and a current flows to the diode in a phototriac 21, so that the diode illuminates. Consequently, the triac in the insulated phototriac 21 turns on and the gate G of a phototriac 20 is triggered, so that the AC-ON state is entered. At this time, a load 3 has a certain set value through a port 29 and a load switching circuit 10. The rush current of a switching regulator 2, on the other hand, is converted into a voltage, which is A/D-converted 9 and inputted to a CPU 7; and this measured value and measurement conditions are stored in a memory in combination and printed out on a printer 12 through a port 31 and a communication interface 11.
