Perfluorinated surface-active block or random oligomers of the formula (I) where R denotes a C2-C18-hydrocarbon or-hydrofluorocarbon radical, Y denotes a C6-C13-fluorocarbon or-hydrofluorocarbon radical which can contain a chain oxygen atom, Z denotes a group which confers solubility in water and p and q denote integers or decimal numbers from 0.5 to 30 are provided.
