<p>PURPOSE:To collect a royalty fairly only from a user who intends to perform dubbing whose royalty is obliged to be paid, by constituting a device in such a way that the recording of an input signal is blocked according to the detection of a recording limiting signal by a detection circuit. CONSTITUTION:When the passage of the rear end of a magnetic card 61 delivered as taking recording permission information by a magnetic head 55 is detected by a light emitting element 51 and a light emitting element 60, carrying rollers 52 and 59 stop, and hold the magnetic card 61 statically. In such state, the dubbing by digital system is performed at a digital audio tape recorder DAT device main body side, and the sum of signals corresponding to time required for the dubbing is erased from the signal read in a memory at the time of delivering the magnetic card 61, and is preserved in the memory as new recording permission information.
