PURPOSE:To enable air-fuel ratio to be always controlled in an ideal value, by calculating fuel supply quantity by the comparison of the target value of torque equivalent value and the actually measured torque equivalent value, and further by correcting the relevant target value in accordance with the learning value of the above target value within a prescribed learning region. CONSTITUTION:In an internal combustion engine equipped with a fuel supply means 1 such as an injector or the like, a setting means 2 which sets the target value of torque equivalent value so as to be ideal for the relevant internal combustion engine is provided. And an actually measuring means 3 for detecting the actual torque equivalent value generated from the internal combustion engine is provided. The output signals from these means 2, 3 are input into a fuel supply signal forming means 4 respectively, where fuel supply quantity is calculated by comparing both torque equivalent values to form a fuel supply signal. Further, a calculating means 5 which calculates the learning value of the target value by comparing both torque equivalent values is provided, and when it is discriminated by a discriminating means 6 that the operating region is in the learning region in which the correction of the target value is carried out, the target value is corrected by a correcting means 7 in accordance with the above learning value.
