PURPOSE:To obtain a reformer reforming efficiently gas to be reformed and having a long service life by providing a combustion gas regulating valve for feeding a heated fluid to the outsides of plural reforming tubes and gas regulating valves for feeding gas to be reformed into the reforming tubes so as to make the wall temps. of the reforming tubes uniform. CONSTITUTION:The wall temps. of reforming tubes 6 are measured with separate temp. measuring elements 15. A second valve controller 32 calculates the average temp. of the measured temps., compares the temp. with each of the measured temps. the controls the degree of opening of each gas regulating valve 30 for gas to be reformed on each gas line 25 in accordance with the compared result. By the control, the amt. of reformed gas flowing out of the tubes 6 is regulated to make the wall temp. of each of the tubes 6 close to the average temp. and the wall temps. of the tubes 6 nearly uniform. A first valve controller 31 calculates the average temp. of the measured temps., compares the temp. with a set limited temp. and controls the degree of opening of a combustion gas regulating valve 23 on a gas line 21 in accordance with the compared result. By the control, the amt. of combustion gas flowing to the tubes 6 is regulated to keep the wall temp. of each of the tubes 6 within the limited temp.
