PURPOSE:To facilitate an investigation of a state of a machine and the cause of a fault, and a check and a change, etc. of a program, by providing a hardware constitution consisting of a flip-flop circuit and a logic circuit in order to obtain a pause output. CONSTITUTION:The titled controller is constituted by containing the first storage means in which ON and OFF states of an output are stored at every output, and also, whether at least pause setting exists or not is stored, a flip-flop circuit 20 which is reset by a pause instruction, and a logic circuit 21a for executing a prescribed logical operation, based on pause setting of an output of the flip- flop circuit 20 and each output of the first storage means. That is, at the time of an output transfer, an arbitrary pause output which has considered an output to an apparatus to be controlled is obtained by an operation of the flip-flop circuit 20 and the logic circuit 21a at every output. In such a way, when the apparatus to be controlled is being operated, it is stopped as it is and an investigation of a state of a machine and the cause of a fault is executed, or a check, a change etc. of a program are executed, and thereafter, the continuous operation can be executed.
