It is examined with the stored data whether it is a lighting threshold value or lower or not, it writes ''1'' in the memory cell A when it is lower than the threshold and the vehicle enters a tunnel, and it writes ''0'' in the memory cell A in the evening time to fire the light 12. When it exceeds the threshold value, ''1'' is applied to a memory cell B for counting the extinguished lights to refer to the memory A. When the vehicle passes through the tunnel, the light is extinguished when continuously exceeding 12 pulses, and when continuously exceeding 64 pulses at dawn. Thus, excess battery consumption can be eliminated, feeling of the light extinguishing lamp can be improved, and a hunting due to downtown light when the vehicle travels downtown at night can be prevented.
