PURPOSE:To improve the operability for recording and reproducing and to improve the reliability by using two tables, namely, a reproducing control table where addresses of information recorded on a recording medium are stored and a recording control table where addresses of recordable areas of the recording medium are stored. CONSTITUTION:A reproducing control table 10 where addresses of plural information to be reproduced recorded on a recording medium 1 are stored, a recording control table 11 where addresses indicating positions of plural recordable areas of the recording medium 1 are stored, and a device control means 12 which designates the address stored in the reproducing control table 10 or the recording control table 11 to a position control means 5 to control a recording means 3 or a reproducing means 3 are provided. Thus, an information recording and reproducing device is obtained which has high operability for information recording and reproducing and high reliability.
