PURPOSE:To prevent fuel from being wasted, by stopping an engine after the elapse of the specified time at time of making a clutch into an off-state when a vehicle is stopped, while restarting the engine at time of making the clutch into an on-state for running resumption. CONSTITUTION:In this device, there are provided with a running detector 20, detecting the stopping and running of a vehicle, a rotation detector 11, detecting the stoppage and rotation of an engine and a travel indicating a clutch position. And, when the running or stopping of the vehicle are detected, a stopping signal is generated out of a stop circuit controller 21, and this stopping signal is outputted to an engine stop circuit D via a stop signal controller 24 after the elapse of the specified time via a delay circuit 23 and under a clutch-off state. With this constitution, an engine drive circuit 33 is opened, stopping the engine, and afterward, when a clutch-on state is detected, a starter motor 2 is driven via a starter motor energizing control circuit A, restarting the engine.
