PURPOSE:To grasp the level of lightening, etc., at a time and to minimize current consumption by feeding a circuit which stores the level of a surge current, etc., only for a specific time after the generation of the surge current. CONSTITUTION:A surge current detecting circuit 10 discriminated and detects a grounding current which flows from a power distribution line 2 through a ground line 3 in three stages of level and outputs surge current detection signals (a), (b) and (c) to the storage circuit 13 as to the respective levels. The circuit 13 stores the levels and generation dates of the respective surge currents and outputs the stored data on an external printer 15 at proper time. Further, every time a surge current detection signal is inputted, a feeding circuit 12 begins to feed the circuit 13 from a battery 14, so the current consumption of the circuit 13 is minimized and measuring operation is performed for a long period without battery replacement.
