PURPOSE:To attain coding not decoded by a conventional decoder even with a code of a code system in compliance with the standards by providing a coding means, a discriminating means discriminating the timing to insert a data to a coded data and a means inserting the data in the timing. CONSTITUTION:A transfer start signal 25 from a data source 10 is used to check whether or not the timing is a timing to insert a prescribed data. When the timing of data insertion differs, a switching signal 19 is brought into a high level, the data is read from a FIFO memory 13, a write signal 23 is outputted to write the data into a memory 22. When the timing is a timing of data insertion, the switching signal 19 is brought into a low level. The inserted data 21 is outputted from the control section 18 to output a write signal 23 to the memory 22 and writes it into a memory 22. The prescribed data is inserted to a location of the data in compliance with the standards, then so long as the inserted data is not removed, since the processing is disabled and then this method is effective to secure the secret.
