PURPOSE:To simplify working process and to reduce production cost by burning a constraining material by effecting heat treatment after welding the upper and lower both end parts of a middle plate and then the side plate in the state of interposing a combustible material as a constraining member between a top plate and bottom plate. CONSTITUTION:A top plate 2, mid plate 5 and bottom plate 3 are integrated by deposition by performing a fillet welding 8 between the upper end parts of the top plate 2 and mid plate 5 and between the lower end parts of the bottom plate 3 and mid plate 5 in the state of interposing a constraining member 7. Then, the member 7 is burned off by effecting annealing, hardening and tempering. With this method, the working process is simplified and the production cost is reduced.
