PURPOSE:To prevent disabled transmission even with lots of transfer requests given by providing an index registration means to a center equipment so as to avoid longer waiting time even without lots of transfer requests. CONSTITUTION:The center equipment C is provided with an index registration means 2 registering an index of a terminal equipment TP requesting transfer. Then a CPU 3 in the center equipment C sends a digital data corresponding to the index registered by the registration means 2 to the terminal equipment T when a line tying the terminal equipment T and the center equipment C is idle. Thus, the waiting is not kept long when many transfer requests do not come and no transfer disabled state is reached even if lots of transfer requests arrive.
