PURPOSE:To ensure sufficient durability regardless of using condition and to facilitate manufacture by dispersing nonwoven fabrics into toothed section without applying pressure then covering a tensile member burried along the bottom face of teeth with a compressed nonwoven fabric layer impregnated with elastomer on the bottom face of teeth. CONSTITUTION:Nonwoven fabrics 3' are wound on an inner metal die 5 without being compressed, then they are compressed by a tensile member 4 being applied from above and predetermined thickness H of layer is provided by a projection 6 for forming a toothed bottom. Here, nonwoven fabrics 3' are pushed by the tensile member 4 and enters into a groove 7 at tooth section of the metal die 5, but they are pushed in under non-compressed state. Consequently, nonwoven fabrics 3 are compressed on the surface of the projection 6 for forming tooth bottom section and filled in soft state in the groove 7. Then the metal die 5 is placed in an outer metal die 8 and liquid elastomer material 9 having low viscosity is injected. Consequently, the material permeates through compressed and non-compressed nonwoven fabrics placed in a space of the metal die, then it is regulated by the inner faces of the metal die thus forming an accurate tooth.
