PURPOSE:To control a flow at a constant level by amplifying a driving signal with amplifying characteristics corresponding to hysteresis characteristics and controlling the driving signal in response to a difference between a control signal and a flow signal. CONSTITUTION:A driving signal generating means 51 generates a driving signal 5a based on a control signal 2a, and a flow signal feedback means 53 has a hysteresis amplifying unit 7 and an electric current sensing unit 8. A driving electric current is sensed by the electric current sensing unit 8 and the signal is amplified with amplifying characteristics corresponding to the hysteresis characteristics to be fedback as a flow signal 7a. The control signal 2a and the flow signal 7a are in an error sensing unit 6, and an electric current value of the driving signal 5a is controlled with an error signal to regulate the valve opening of a flow control valve 52. According, constant flow can be set in compliance with the signal voltage of the control signal.
