PURPOSE:To make it possible to drill a matching hole on the first pipe buried in the earth without excavating land or making a worker get into the first pipe by rotating the cutting member of a drilling device arranged in the first pipe round the axis of the second pipe. CONSTITUTION:A drilling machine 14 is moved to extend a piston-cylinder device 56, and an arm 60 is therefore pressed against the inner surface of the first pipe 12 to fix a frame 50. Next, a jack 76 for adjusting mechanisms 68, 70, 72 for the front and rear positions, a rotational and a vertical position of a drill is actuated to insert the drill tip of a position controlling mechanism between receiving members 102. A television camera is in function during that time. A cutting mechanism 66 functions next to rotate a nozzle 96 reversibly by an angle of 180 deg. round the second pipe 16 as the nozzle 96 is controlled to the drill in its position, and high pressure water is supplied to a rotary coupling 92 during that time, and then a communicating pipe 63 is opened to spout the high pressure water at high speed from the nozzle 96, and moreover abrasives in a tank 62 is drawn out, and spouted with the high pressure water. Thus the pipe 12 is cut at the portion where the high pressure water strikes against the pipe 12 to drill a hole making the first and the second pipe communicate with each other.
