PURPOSE:To decrease the operating speed of a controller to a speed of a packet band by fetching once a packet of a packet band from an input side transmission line in response to the result of packet band detection of a packet band detection circuit and sending the packet to a packet band of an output side transmission line. CONSTITUTION:In case of detecting a packet band by a packet band detection circuit 22, a packet of the packet band is fetched from an input side transmission line 20-1 and stored tentatively in a reception buffer 23 and a transmission packet outputted from a controller 21 receiving the packet stored in the reception buffer 23 is stored tentatively in a transmission buffer 24. In case of detecting a packet band by the packet band detection circuit 24, the packet stored in the transmission buffer 24 is outputted from the said buffer 24 and the packet outputted from the said buffer 24 is sent to the packet band of the output side transmission line 20-2. Thus, the controller is operated at a speed of the packet band.
