PURPOSE:To realize the expression of a creative image by arranging at random converted plural picture elements within a relevant block. CONSTITUTION:A mosaic picture element pattern corresponding to direction data is obtained from a parameter memory and outputted to a color separation picture data memory together with output mosaic picture element data produced from the mosaic picture element pattern and the color separation image data. When the direction data is equal to 0, the mosaic picture elements pattern corresponding to said direction data of 0 is equal to a (5X5) mosaic picture element pattern tilting to the right by 45 deg.. Here an arithmetic operation is performed at an area 1 in the picture element pattern together with rewrite of data after substitution of the color separation picture data of coordinates (xR, YR) and the original image value is kept as it is at an area 0. A mosaic picture element block generating counter is counted up and the processing is carried out by an amount equal to the mosaic picture element generating frequency. Thus the random mosaic processing with directivity is ended. In such a way, the creative image can be expressed.
