PURPOSE:To reduce change in discharge amount of a pump caused by control of a tilting angle of the pump through stroke changes in control valves by setting the stroke areas, where the control of the tilting angle is performed, differently in each regulator control means. CONSTITUTION:When control valves 12A, 12B are in neutral positions, the tilting angle of a pump is set to be first value so that the discharge amount of the pump is decreased. A plurality of regulator control means 14A, 14B are provided for controlling the tilting angle of the pump by increasing and decreasing it in the range between the first value and a second value larger than the former, according to the strokes of the control valves 12A, 12B in the specified stroke areas thereof. Further, the stoke areas where the control of the tilting angle is performed are set differently in each of regulator control means 14A, 14B. The change in the discharge amount of the pump can thus be reduced.
