PURPOSE:To stably form an oriented monomolecular film or built-up film of a polymer, in forming an LB film, by using a hydrophobic substrate or a substrate to which hydrophobic treatment is applied. CONSTITUTION:As a hydrophobic substrate, a glass plate or silicon substrate to which hydrophobic treatment is applied, an inorg. substrate having a transparent conductive film or the like are used and, other than them, a plastic plate composed of an acrylic resin, polyester or a melamine resin can be used. For example, hydrophobic treatment is performed using a silane coupling agent, a titanium coupling agent or the like. For example, in a liquid crystal cell wherein a polymer film is formed on the aforementioned substrate, substrates 11, 21 are arranged in opposed relationship and a liquid crystal 33 is sealed between them by a sealing agent 31 and oriented films 15, 25 are respectively provided through transparent electrodes 13, 23. In each of the oriented films 15, 25, a high-molecular main chain is stably oriented in the direction vertical to a drawing-up direction.
