PURPOSE:To exactly prevent the intrusion of rain water into the rear side of bottom end parts by providing an inward projection extending to the rear side of the bottom end parts for the sealer. CONSTITUTION:A trench 11 is formed in the peripheral side of a circular plate 7, and a cut portion 11A slantly extending upwards toward the rear of the plate 7 from the inside of an oil storage tank 1 side is formed in the trench 11. An undercoat 13 for metal is formed on the outside 7A and rear end 7B of the plate 7, and a sealant 14 is packed into the upside of a buffer part 12 and the cut portion 11A in the trench 11. The sealing effect of the sealer can thus be reaised, and the intrusion of rain water into the rear side of the bottom end part can be exactly prevented.
