PURPOSE:To form an oriented film of a purple membrane which is hardly susceptible to physical and chemical damages and to permit maintenance of the function as an element for a long period of time by protecting the oriented film of the purple membrane with a high-polymer film. CONSTITUTION:A transparent electrode 2 is immersed in a liquid dispersion of the purple membrane and the oriented film 1 of the purple membrane is formed on the transparent electrode 2 surface by electrodeposition using a platinum plate as a counter electrode for electrodeposition. A polyvinyl alcohol (PVA) protective film 3 is formed by casting consisting of a dip coating on the oriented film 1 of the purple membrane obtd. in such a manner so as to cover said film. If the surface of the film 1 is roughened by crazes, etc., the crazes are embedded by the PVA film 3. The film 1 which is hardly susceptible to the physical and chemical damages is thereby formed and the maintenance of the function as the element is permitted.
