PURPOSE:To maintain a satisfactory printing quality by small power consumption, by providing a driving means for moving a movable plate body, grounding both the plate bodies by grounding wires, respectively, and also, connecting in parallel a power source to one grounding wire through a switch means. CONSTITUTION:A pair of conductive plate bodies 15, 20 are provided so as to be opposed to each other on the inside and the outside of an endless belt- shaped image carrier (OPC belt 10), and one plate body 20 of them is brought into contact with and separated from the other plate body. Also, a driving means for moving this movable plate body 20 is provided, both the plate bodies 15, 20 are grounded by grounding wires 17, 21, respectively, and also, the power source 19 is connected in parallel to one grounding wire 17 through a switch 18. In a state that a form and the OPC belt 10 are kept in a still state respectively have adhered roughly the potential whose polarity is opposite to a toner T is applied to a fixed plate 15, and the toner T is attracted and transferred. Accordingly, there is no possibility that the toner T is scattered, and the form is not vibrated, and also, a shift of the transfer is not generated. In such a way, the satisfactory printing quality can be maintained.
