PURPOSE:To lay a rubber sheet over the seabed by laterally and continuously supporting both sides of the long-sized rubber sheet with guide ropes to spread the sheet in the widthwise direction of the waste disposal plant, integrally connecting the sheets with a connecting rope, and sinking the integrated sheet into the sea. CONSTITUTION:The long-sized rubber sheet 5 is laterally and continuously supported by the guide ropes 4 spread between peripheral partition walls in the widthwise direction of the waste disposal plant. The rubber sheet 5 of such a structure is spread over the sea in the waste disposal plant, the sheets 5 are integrally connected by a connecting rope 12, and the integrated sheet is detached from the guide ropes 4, sunk, and laid over the seabed while ripping the sheet from its center to the outer periphery. As a result, the sheet is not floated even if there are ups and downs on the seabed, and can be laid along the seabed.
