PURPOSE:To spend waves while securing the flow of water by a columnar block having a through hole consisting of a Venturi section, a throat, and a retarding section. CONSTITUTION:A through hole 3 is formed in a columnar block 1 to be used for constructing a levee. The hole 3 consists of a suction port 8 on the outside of harbor, a Venturi section 9, a throat 10, and a retarding section 12. The use of the block 1 enables one to prevent the occurrence of waves flash and to speed waves under good conduction while securing the flow of water.
