PURPOSE:To attain the holding of the secrecy of a document at the time of transmitting and preserving the document by enciphering a picture signal in accordance with a cipher key registered individually and decoding the enciphered picture signal in accordance with an above-mentioned cipher key. CONSTITUTION:The picture signal obtained by moving a copied message 10 at right angles to the scanning direction of a one-dimensional photoelectric converter 14 is digitized by a digitizing circuit 7. Based on a signal inputted from a selecting key 140 to a control part 100, enciphering by an enciphering part 19 and decoding by a decoding part 18 are executed to the digitized picture signal. Then, the key for the enciphering and decoding is generated by the control part 100 based on the code inputted from a code input part 110 and based on the key, the enciphering and decoding are executed. Consequently, since the code key can be changed, the enciphered picture signal is not restored to its original image easily by a third party. |
