PURPOSE:To control the overshooting of a response output signal and to control so that a setting time can not be longer by detecting a difference between a target input signal and an output signal after a prescribed time and executing a feedback control so that an error can be minimum. CONSTITUTION:From the time when a target input signal is supplied, a time monitoring means 21 monitors the passing of a prescribed time, a detecting means 23 detects the difference between the target input signal after the prescribed time passes and an output signal and a control means 25 executes the feedback control so as to make the difference into minimum. Thus, up to the passing of a prescribed time, the output signal rises a little so as to be close to the target input signal, after the prescribed time passes, the difference between both signals comes to be smaller than the time point when the target input signal is supplied and the difference between both small signals is made minimum.
