PURPOSE:To make it possible to enhance the efficiency of AFC operation at a high speed by dividing the difference between desired and actual speeds of a generator into a low speed components and a high speed component so that the guide vanes of a water turbine is controlled by the low speed component while the rotational speed of the generator is controlled by the high speed component. CONSTITUTION:During AFC operation a desired speed of a generator 1 is delivered to a filter circuit 5 to remove a high speed component so as to obtain a low speed operation instruction, and then a high speed operation instruction is obtained from the difference therebetween. Further, an opening degree setting unit 6 obtains an optimum guide vane opening degree in accordance with the drive head of a water turbine at that time and the low speed operation instruction. Further, a controller 7 controls the guide vanes of a water turbine in a water runner 2. Meanwhile a high speed operation instructing unit 8 delivers a variable speed signal in accordance with the high speed operation instruction. Further, a high efficiency operation instructing unit 9 calculates a rotational speed at which the efficiency of the water turbine becomes highest, from the opening degree of the guide vanes 3 and the head of the water turbine. With this arrangement the amount of energization of the generator 1 is regulated.
